There are nine broad ways of achieving behaviour change: Education, Persuasion, Incentivisation, Coercion, Enablement, Training, Restriction, Environmental restructuring, and Modelling : SAGE.
The perceived level of personal threat needs to be increased among those who are complacent, using hardhitting emotional messaging. To be effective this must also empower people by making clear the actions they can take to reduce the threat (11).

“It is crucial the first phase is successful as it will impact on the behaviours and uptake of future phases
We need to convert 2 in every three of the undecided and protect those who are already willing
This will take more than logistics and simple messaging
A behavioural approach can enhance impact as part of the programme
