The first scenario was called LOCK STEP and was described as follows: “A world of tighter top-down government control and more authoritarian leadership, with limited innovation and growing citizen pushback.”

“In April 2020, investigative writer Whitney Webb published “All Roads Lead to Dark Winter” for The Last American Vagabond and Unlimited Hangout, in which she highlighted that Dr. O’Toole was one of the co-authors of the 2001 Dark Winter biowarfare simulation. According to Webb’s investigative report, “Dark Winter not only predicted the 2001 anthrax attacks, but some of its participants had clear foreknowledge of those attacks.” She also referred to Dr. O’Toole as someone with a “longstanding promotion of mass surveillance in the name of ‘public health.’” Extratc from the video below, it mentions the involvment of the John Hopkins in the Anthrax attacks.
Once again we have the involvement of The Rockefeller Foundation, via the Johns Hopkins, A pandemic simulation took place at Event 201, which was hosted by the Johns Hopkins Center for Health Security in partnership with the World Economic Forum and the Bill and Melinda Gates Foundation. This occurred six weeks before the first reported outbreak of the coronavirus. Almost to a tee, it followed the initial phase of the LOCK STEP scenario.
Now this is where it gets interesting, because it deals with the connection between the Rockefeller Lock Step scenario and the Johns Hopkins Event 201. The two organizations have a long history of collaboration ever since 1916, when the John Hopkins School of Hygiene and Public Health was founded with funding from the Rockefeller Foundation. Since then, they have become inseparable.
Dr. Tara J. O’Toole is a biological weapons expert and the arranger of several pandemic preparation exercises. She was a principal author of Dark Winter (2001) and Atlantic Storm (2005) about a smallpox outbreak in the US.
